    This review examines the regulatory frameworks for quasi-drugs, or cosmeceuticals, in South Korea and Japan, highlighting their unique position between cosmetics and medications. These products, which include medicated shampoos, sanitizers, anti-hair loss agents, and mild disinfectants, are subject to specific safety, labeling, and approval requirements that differentiate them from full pharmaceuticals and cosmetics. The nuanced classification allows for the creation and marketing of products with minimal therapeutic actions or mild pharmacological effects, expanding consumer options for hygienic and preventive use while ensuring product safety and effectiveness.
