The report noted that most available data related to placental derivatives with potential estrogenic or biological activity, but there was insufficient data to confirm their safety in cosmetics. It recommended further studies on skin sensitization, toxicity, genotoxicity, and other safety aspects. The report concluded that cosmetic ingredients should not deliver any metabolic or endocrine activity and should be free of detectable pathogens.
