Traditional topical solutions of minoxidil face challenges such as short contact time with the scalp, poor drug penetration, and the need for high doses. The new formulation aimed to address these issues by using clove oil as the oil phase, Tween® 80 as the surfactant, ethanol as the co-surfactant, and distilled water as the aqueous phase, with propylene glycol as the co-solvent.
